Our client, a multi-billion dollar construction and engineering firm, is seeking a Manager, Labor & Compliance to join their Lake Forest, California office. This firm has expanded its service offerings over the years through acquisitions and strategic partnerships. This has helped it diversify into new areas, especially in renewable energy projects and utility infrastructure, positioning it as a key player in the growing clean energy market.

The Manager, Labor & Compliance will manage the day to day operations of a labor and compliance staff by ensuring accurate, timely processing of employee compensation, and compliance with relevant labor laws, tax regulations, and organizational policies. This role requires specialized knowledge in payroll systems, tax compliance, and industry-specific payroll practices. The ideal candidate will bring proven leadership experience and have a strong knowledge in labor and union laws and regulations.

Manager, Labor & Compliance Responsibilities
  • Lead and supervise union reporting staff to ensure compliance and efficiencies.
  • Oversee all project support; certified reports, labor compliance required forms for union construction projects
  • Ensure the accurate calculation of wages, overtime, commissions, bonuses, and deductions
  • Ensure adherence to all federal, state, and local wage and hour laws, including tax filings, benefits deductions, and reporting requirements
  • Manage and optimize payroll systems and software to ensure efficient payroll processing
  • Conduct regular audits to ensure payroll accuracy, compliance, and data integrity

Manager, Labor & Compliance Requirements:
  • Bachelor's degree in Accounting, Finance, Human Resources, or a related field is preferred
  • 5+ years of leadership experience required
  • Construction or engineering industry experience preferred/
  • Proficient in certified payroll, union fringes, prevailing wage, and Davis Bacon.
  • Proficiency in Vista ViewPoint
  • Excellent Excel skills.
  • In-depth understanding of payroll processing and tax laws (federal, state, local)
  • Strong attention to detail and organizational skills
  • Excellent communication skills and the ability to interact with employees at all levels of the organization
